The Institute for Contemporary Affairs (ICA) was founded by JCPA jointly with the Wechsler Family Foundation of the United States.
The Institute for Contemporary Affairs is a Public Affairs institute that operates within the Jerusalem Center for Public Affairs and in cooperation with the Wechsler Family Foundation. The Institute provides a forum for discussion of Israel’s strategic, defense and national security challenges.
The Institute provides the most accurate up to date analyses and information on leading issues in Israel and the Middle East region that are of importance to the diplomatic corps and foreign media representatives based in Israel. The contents of lectures and discussions are also posted on the Institute’s website. All activities are conducted in English.

Winning Counterinsurgency War: The Israeli Experience

Contrary to popular belief, conventional armies can indeed defeat terrorist insurgencies. This study details the six basic conditions which, if met, enable an army to fight and win the war against terrorism, among which are control of the ground where the insurgency is being waged, acquiring relevant intelligence for operations against the terrorists themselves, and isolating the insurgency from cross-border reinforcement with manpower or material.
